PSA - Professional Service Agreement - ContractMajor Projects in the Firebag Project will be performing and executing the project management to double the size of Oil Sands production over the next 4 years. Several thousand, construction workers will be required every year for the duration of the project. The overheads and indirect cost of large projects in Alberta is ever increasing and needs to have disciplined management controls and focused attention. A highly efficient infrastructure to take care of facilities, transportation and people needs is critical to the success of the growth plans.FUNCTIONAL CONTRIBUTIONReporting directly to the Lead Field Engineer, the Hydro test Coordinator is accountable to support Construction in executing all the Hydro tests / Pneumatic Tests in compliance with approved Engineering drawings and specifications. The primary function is to check, change, approve all the Hydro test packages submitted by the contractors and to support the construction management team to coordinate the piping test to be performed in the field.Consults with Home Office Engineering, vendor or other engineering resources to coordinate design changes; daily surveillance of the work; and assisting Contractors by interpreting Isometric drawings and specifications.Verify as-built contractor drawing submissions.
Spec’s for material requisitions.•Assist with monitoring Safety, Health and Environment functions and attends Safety meetings to provide input.•Prepares and verifies implementation of all work procedures related to piping.•Establish a Home Office/Field Engineering and construction working relationship and lines of communication with the Project Engineer/Site Engineer/ Construction coordinators including agreement on engineering deliverables.•Assist in the implementation of the Construction Quality Program•Prepares piping system test packages.•Prepares field inspection test reports.•Assists in the maintenance of the project construction critical items list and system turnover documentation.•When required, assist Contract Administration with Contract co-ordination and administration.•The incumbent is responsible for keeping the project team aware of design changes that could affect the final hydro test packagesDECISION MAKINGResponsible to make decisions on the day to day functions, within guidelines set by management.Play a key role to interface with Construction Management, Engineering, Contracts, Project Controls, and Operations when making decisions.Also, will be expected to effectively communicate with the Contractors, security, Provincial code inspectors, Information technology and communication groups etc. to ensure efficient completion of work.Be able to summarise the project team requirements, the options available, get cost impacts for the options and make a recommendation to the team on a path forward based on data and experience.•Create test procedures that will not effect the day to day operations and ensure safety.PROBLEM SOLVINGExtreme complexity in satisfying requirements of people in a timely manner and co-ordinating a wide variety of services. Interface and resolve, critical issues associated with System Turnovers.Exercises judgement in selection and interpretation of information, handling deviation from standards/code and resolving difficulties using all documentation provided and enforcing codes, standards and Specifications.Solves problems requiring investigation and interpretation using established/proven methods and procedures.Require ability to handle complaints effectively from workforce and their representativesEXPERIENCE/ WORKING CONDITIONSPost secondary education with a major in piping/mechanical engineering, supplemented by 3 years construction experience.
Experience:Three years construction experience to support construction for technical design issues.Frequent construction site field inspections involving climbing ladders, stairs, scaffold, pipe racks, etc. requires a reasonable level of physical fitness. Some travel to Calgary may be required during construction work package development and contract tendering. During peak construction and turnover periods, the work hours could typically be up to 100 Man hours per 10 x 4 shift work.The project located two hours north of Ft. McMurray and camp based accommodation is provided. The normal shift for CM staff is 10 days/four days off – 10 hours per day.
Air transportation from the Firebag Site to Calgary/Edmonton and other major Canadian cities will be available.
