Estimating Department Manager

Estimating Department Manager
As the Estimating Department Manager, you will report to a Division or Area Vice President and be responsible for directing and monitoring all bid proposals, project estimates and conceptual estimates to ensure compliance with the company estimating policies, procedures and systems requirements. You will be responsible for coordinating and developing the skills of other estimators and for building a strong estimating team. As a Department Manager, you will be accountable for preparing and administering your department budget and for providing input into the department’s business strategies and operating plans.
Primary Responsibilities:
· Develops and recommends business plans for the estimating operating groups, implements plans approved by the Area Vice President. Accountable for the achievement of fiscal operation plans for the estimating group.
· Communicates and implements division objectives, policies, procedures and performance standards within the boundaries of corporate policy.
· Develops and recommends annual operating and capital budgets for the estimating group.
· Manages senior and chief estimators, including hiring, coaching/mentoring, providing direction, reviewing performance and deselecting.
· Sets compensation levels for estimating staff, within established Graham policy guidelines.
· Monitors the overall quality and quantity of work performed by the estimating groups.
· Responsible for completing the entire tender package including schedules, rates and lists to provide complete and compliant tender submissions.
· Liaises with owner, clients and consultants on project estimates.
· Compiles, develops and issues monthly reports to Area Vice President.
· Manages bonding and reporting on bonding to Area Vice President
· Contributes to the development of Graham Toolbox Estimating software systems and company procedures. Leads in the implementation of Graham Toolbox to estimators.
· Undertakes special assignments including :P3’s, developing new market areas, estimating software development and implementation.
Preference will be given to candidates with the following qualifications:
Education: A graduate of a four year engineering degree program or a technical school program in construction management or quantity surveying. CCA Gold Seal (Estimating) is an asset.
Experience: A minimum of ten or more years of construction estimating experience, preferably on large multi-million dollar projects.

· Excellent communications skills (both written and verbal).
· Strong planning, leadership and team building skills.
· The ability to make timely and rational decisions under pressure.
· A strong understanding of all construction trades and construction techniques.
